Nothing tin foil about it. If it ended the Russians wouldn't have continued flying nuclear bombers over European air space testing response times and the Americans wouldn't have continued with Aegis which they wanted to put in various European countries including Romania and Poland. Ukraine provides a buffer against both those territories and the Russian border. Belarus and Russia are better friends than Ukraine and Russia so Belarus provides a buffer between US interests in Europe (particularly Poland) and the Russian border there.
