New CPU not working with upgrade

Hi guys, this is my first time posting and upgrading my PC.
I'm upgrading from an AMD Ryzen 5 3600 to an AMD Ryzen 7 5800X aswell as a new Graphics card, new RAM and a new CPU cooler which is a MSI MAG CORELIQUID 240R V2.
The new cooler isnt installed yet because of missing brackets to install it so I've been using the old cooler which is an AMD stealth socket.
The RAM and Graphics card work fine with the old CPU and cooler. But when I put in the new CPU with the old cooler all the lights turn on, all fans spin, but the red light for cpu stays on and there is no display on the monitor.
Anyone know if this is due to a problem with the new CPU or the old cooler not being the right spec. I can list all my parts if needs be.
 
Motherboard - MSI B450 TOMAHAWK MAX ATX AM4 Motherboard
CPU - old is 6 core, new is 8 core
Graphics card - Radeon RX 7600 XT 16GB
RAM - Corsair Vengeance LPX 32 GB (2x 16gb)
CPU cooler - listed above
 
What bios did you flash to?

Latest is a beta version (but should be ok).

If you flashed to this, try the one before (7C02v3J). You may have to use "bios flashback" to downgrade.

I watched a video about the same motherboard as mine, so I used the non-beta bios, used the msi mflash to do it, waited the full time for everything to download and stuff like that so I think I done it correctly
 
Did you clear the BIOS? Make sure that the RAM is set to default speed and not EXPO. Could be that the RAM worked with the old CPU but not the new one.
I'm not one for overclocking as I wouldn't understand what I'm doing, so everything is set to default. The new RAM is the same as my friends who has the same cpu and his works fine so I'm not sure.
 
^^^I have am4, not sure I have EXPO with ddr4.

The old cooler if installed properly should see you into windows I would have thought.

Pins ok?

Does the bios need that incremental flash business where you need to wipe Bristol ridge with a flash before getting 5000 support with another flash.
I've been installing the old cooler the same way with old and new cpu, works with old but not with new. All the cpu pins are straight and none are missing.
I'm not too sure about the incremental flash as I know next to nothing about stuff like this
 
I did this same upgrade on the same board, although to the X3D version. I can't remember specifically what the issue was but I remember having a similar problem where the new chip wouldn't work even after updating the BIOS. Try to keep playing with it, update the BIOS again, try different versions, reset CMOS etc.
Oh so is it a bit of a problem with the compatability of the motherboard then? Would I just find a youtube video for resetting CMOS?
 
what method did you use to flash the bios? Did you download it using MSI Center or did you download it to USB, extract it and then update the BIOS by rebooting and going into the bios update facility in the BIOS itself? I've never got the MSI Center method to work so always do it via USB and BIOS utility. if you go into your BIOS though it should show you there what version you have installed?
I used the USB with M-Flash and it is saying the bios version is correct
