New GPU - low fps with low gpu/cpu usage!

Click on the tab called bench and start test,then open taskmanager click the cpu tab,it should tell you what speed your cpu is running at.

The cpu tab should show you cpu speed,and should be 3700 if you turned off speedstep.

OK, it says 3700. I'm not sure where to go from here either - no pc gaming mates I'm afraid, so maybe back to crappy 30fps consoles :( Thanks for all your help anyway! :)
 
I have put the gpu back in its box, ready to send it back and order a nvidia 1060. What do you guys think? Am I going to have the same sort of problems?
 
Yeah - try compatability in Wattman and see if it helps. It could be the VS 550W is not pushing enough power to the motherboard. They are rather average PSUs from what I gather.

Like I said also do the malware check,since someone had GPU issues with their R9 290 not working properly and it was a Trojan using their GPU to mine Bitcoins causing gaming performance to tank.

Edit!!

Compatability setting draws more power through the PCI-E power connector.

Its really weird - mate has a RX480 Nitro+ OC running on a B150 motherboard fine. Never had any issue and he is also running a Core i7 which draws more power than your Core i3.

I assume you are running the latest drivers too??

Couldn't find a compatibility tab in Wattman - I think it might only be for the 480?
 
Here's an update. I put the rx470 back in its box, uninstalled all amd drivers and software. It's on its way back to Amazon. I went out and bought a GTX 1060 6gb (Asus strix version) - guess what....... it made NO difference!! Same problem!!! CPU clock speed throttled to 800. Tearing my hair out now!!! I'm not sure PC gaming is for me! :(
 
Try some benchmarks and compare with similar specs to see if there is a problem.
I'm a bit suspicious of a throttled CPU at 800, that can't be right.

PS Also that CPU is pretty low end, dual core only. Have you enabled Hyperthreading in the BIOS. I'd be looking at an i5/i7 for gaming.

Do I need to enable hyperthreading? I'll have a look at that.
I realise it's a low end cpu, but it was a cheap build for my boy originally, I'm upgrading it for me to test the water with PC gaming. I'll build something more appropriate next year if I get into it. At the moment though, I'd say I'm in over my head!!
 
I think you should have held onto the RX470 for a bit longer - methinks the PSU is the issue.

Try Cinebench with and without the GPU in it.

I ordered the wrong card when i got the 470, I wanted the 480, I was torn between that and the 1060, so if I can get it working I'm happy with that move - amazon have already refunded my money!

Will cinebench tell us anything that the 3dmark results haven't?
 
Good spot - might be worth looking at that.



CB is very CPU heavy and tests both single core and multi-core performance.

BTW,you can get an MSI RX480 8GB for £200 now with cashback and a game worth £20 to £30!! :p

Try the virtualisation fixes I suggested - the fact you have no power options under Windows for the CPU might indicate this is the problem!!

I cant find Intel Virtualization Technology in the BIOS - I found VT-d which was enabled, I disabled it, but still no more power options in windows!
