New GPU - low fps with low gpu/cpu usage!

check page 13 of motherboard manual,it shows the motherboard power connectors.

24 pin and 8 pin.

The 8 pin is just above the cpu socket.
 
OK installed cpu-z - what would you like to know?

Click on the tab called bench and start test,then open taskmanager click the cpu tab,it should tell you what speed your cpu is running at.

The cpu tab should show you cpu speed,and should be 3700 if you turned off speedstep.

OK, it says 3700. I'm not sure where to go from here either - no pc gaming mates I'm afraid, so maybe back to crappy 30fps consoles :( Thanks for all your help anyway! :)
 
OK, see if anyone can make any sense out of this! I've taken the gpu out, it runs minecraft buttery smooth again (my boy is relieved!). I also did the 3dmark test again, check out the cpu score?!!

Ah great. Now I have no idea what is going on! This is so bizarre. Maybe you should contact Gigabyte? They might be able to help
 
This is odd. So the Rx470 makes your cpu throttle to idle clocks?

At least you know what the issue is. The CPU being stuck at 800mhz will be bottlenecking the hell out of everything.
