New HDD can't do anything with

Just got a 2Tb Seagate Harddrive from OCUK

Tried to install windows on it for a new build wont install
Won't convert to GPT in diskpart. Comes with a device I/O error.

Tried creating a partition in AOMEI and it came back with this.
Sorry, the current operation has been canceled!
Information Code: 202
Description:Failed to format NTFS due to too many bad clusters.

Disk Management wont let me partition / assign anything to it either.

Is it DOA?

Yeah, that looks lot like DOA.
First could try different SATA cable and port.

tried 3 sata cables, 2 ports and 2 totaly different pc's

one in windows installer & the other one inside windows 10 all come back with the same issues.

windows can't even initialize it to give it a letter
