New HDD Issue

Got a new 3TB WD Green HDD the other day. Been trying for days to format it but the format fails every time. It appears as a RAW file system for the time being, I've tried deleting the volume and re-initialising it, but I get the same issue. It sometimes disappears after the format attempt until you restart the computer. I've tried everything I know, any ideas on where to go next?
 
I assume you are using a 64 bit OS, it won't work properly on 32 bit OS. What OS are you using?

Is this drive being installed as a storage disc?

For a 3 GB disk you need to use the GUID Partition Table (GPT), have you been doing this?
 
It doesn't sound good, you are doing everything right and I guess it's a newish mobo you using.

Try running Data Lifeguard Diagnostic for Windows

Also run a program like Crystal Disk info or HD tune and look at the smart info.

Also just to see if it will take any formating try to make a small partition say 100 GB. If that works maybe more additional partitions 500 GB a time. If it works up to a certain position it will be pretty conclusively a faulty drive.
 
It failed the SMART test, does this mean this is an ex-HDD?
