New Router Help?

I'm looking for a new router which has capabilities to manage speed allocated to each device, or the option to set a speed for WiFi users.

I live quite far from my exchange leaving me with a maximum download speed of 150kb/s and upload speed of 40kb/s.
Which is getting hammered by other users streaming movies/uploading videos and whatnot.

ISP: BT - ADSL

Any routers that can do this?

TP-Link's cheap router can limit WiFi bandwidth to 1Mbps - I use it to put the rest of the house who are streaming on 1Mbps and give myself the rest of our 1.7Mbps connection which seems to work reasonably. It doesn't go any lower, so probably not a lot of use for your 150Kbps - although I find it hard to believe that they're streaming video over that connection if you're getting 150Kbps between you?
 
Any Billion with QoS should support rate limiters per IP.

Other makes/models do have QoS implementations but not all support bandwidth management, some will only do priority so be careful what you buy.

I've never come across a consumer router off the shelf that could do per interface limiting but supposedly some do as per Audigex's post. Your other option is to get a router that has custom firmware distributions that support the features you need.
