Your 2700 will be fine, every modern game I run is GPU bound, and I'm running an ancient X5650 hex-core, albeit at 4.4Ghz.
Your other question depends on whether you feel your CPU is running too hot, I guess.

It's the RTX 3070 that's supposed to outperform a 2080ti (according to nVIDIA promo materials). I don't think we've been given a quantified performance estimate for the RTX 3060 yet, have we?
