Download cpu-z to check the speed of the CPU in windows. The speed shown under control panel isnt reliable.
If you have speed step installed it will be idling so won;t run at your full overclock.
You should download prime95 to stress test the CPU anyway to make sure the overclock is stable.....it will max out the CPU, you can see in cpu-z if your OC is set right.
there is also hardwaremonitor to download to help monitor you temps (from the same people that made CPUz) or use realtemp. Hope this helps

I don`t think so, it just gives the cpu a boost when required.
Any way i am off to bed. Things start to get confusing when you`re tired.
