There is just constant hard drive activity noise coming from the HDD
 
When you get a chance, boot windows in safe mode. (Press F8 at the startup)

This will eliminate any rogue background processes and will stop any start up objects from initialising.

You wont be able to get online (Unless you choose safe mode with networking instead) but generally navigate round the system and see how it feels.

This should help highlight whether or not it's a software issue or a hardware one.

Have you tried doing a chkdsk on the drive? Are there any errors in the windows event viewer? (I.e. CRC errors or such like?)

If it is windows 7 I struggle to believe its driver related. Windows 7 is pretty good at installing reasonable drivers from the get go.

Hard drive thrashing sounds like a dodgy HDD to me.

Uninstall the GFX and use the onboard until you get to the bottom of it. Remove everything, and add bit by bit. It is the only way.

@ OP Firstly I recently bought an Asus 670 oc 2gb from OCuk ( terrific card btw ) Noticed some lag on the desktop, video, and gaming. ran msi afterburner, checked framerate in borderlands 2 and found I was being limited to 60 fps ( set ingame for unlimited framerate, no v-sync ). After checking event viewer and nvidia forums I found that the process NvStreamsvc (as seen in the task manager screenie you posted)
could be the cause . It was no effort to stop and disable the service then restart , I'm never going to use nvidia shield. that did the trick though! framerates increased in bl2 and better scores in heaven benchmark etc.

Also Ive been checking out rome 2 total war for purchase when bug free and found some details regarding the games graphics features

Is it a SATA 3 disk? Or 2?

The results look reasonable to me at any rate. Maybe a bit slack with the higher transfer size but not enough to write home about.

Trying to booting in safe mode/what Hondo24 suggested. (Though booting in safe mode would stop the nVidia service from starting)
 
I assume your system is fully up to date in terms of patches/hotfixes and you have a reasonably good net connection?

Still reckon safe mode is worth a shout.
 
I reckon an ssd will give your pc a good speed boost,does feel sluggish using a hdd,esp at startup/and loading programs
 
Wazza, get an SSD and re-install? I dont know why i didnt bother buying one from the start. Skimping out trying to save i guess!

I cant find the intel (r) 7 smb host controller anywhere on Intels site?

Any help on this one would be good!
 
its probably the usb3 port drivers,find em off asus website type in make/model of your mb

just add in an ssd,disconnect the hdd and install a fresh windows,once done ad in hdd and set ssd as first boot device,then choose what to save/backup from your old hdd

I use ssd for os and hdd for storage

EDIT: the intel inf chipset drivers or intel rapid storage drivers are what you need

what usb ports do you have your mouse/keyboard in, is it usb 3.0 ports?

make sure you have the chipset drivers installed if so, otherwise stick to the usb 2 ports and use the ones on the back of the pc that are directly connected to the motherboard. Also if possible try a different mouse and keyboard if possible, this should rule out input problems.
