New Windows 7 install - weird ripple effect when scrolling

I've been using Windows 10 for the last year and after deciding to play Skyrim again I discovered that DX9 games cant use more than 4gb vram and only Windows 7 can use the full 8gb of my new 1070.

Installed W7 today for a dual boot affair and everything seems to be running fine except for when i scroll. It's most noticeable in Chrome but happens in other apps and the best way i can describe it is as a ripple effect, a bit like a weird variation of screen tearing. Obviously with my card being a 1070 i have the latest drivers installed and everything works as expected in Windows 10. If i move a window around the screen there's also an odd graphical distortion around the borders of the window. Again, this problem is not present in Windows 10.

Anyone encountered this before?
 
Which driver version are you on right now? You may find that removing your old drivers will help.

It may not be the answer but it is a step worth taking to figure it out.
 
scrolling glitches in chrome and ff can be down to gpu hardware acceleration. I disabled it in ff and believe you can also do that in chrome ...
but that would not explain border problem or other app issues.
 
Sounds like a screen tearing issue, remove all drivers, reinstall etc and make sure you have the refresh rate set correctly.

Saying that, do you have more than one screen connected? I get this issue with two screens connected, the screen I want to use I have to set as primary otherwise I get tearing with excessive movement onscreen.
 
Well its a clean install of W7 so obviously a clean install of the latest Nvidia drivers and i haven't changed any settings or anything. I'll try a reinstall of the drivers anyway and see what happens.
