I've not looked at it much but it appears most of the 'issues' around CPU usage or framerates appear to happen with nVidia GPU's.
Never had an issues with my previous 4690K running at (4.4Ghz) and an AMD RX 5700. Moved to a Ryzen 5600x CPU and the frame rates increase as expected. Cores seem moderately loaded at 40-50%.
At a guess the Lumbyard engine may be trying to leverage as much parallel processing where possible and when on 4cores (with no hyperthreading) you're going to see a loaded CPU.
