If they won't refund you then the Gigabyte Z390 UD is a good entry level board. A Bitfenix Formula is also a good psu and should cost less than something like a Corsair RMx. A good cheap cpu cooler is an Arctic Freezer 34 esports duo or Alpenfohn Brocken 3 depending on what they fitted to start with.

Agree with what's been said so far. And if possible you'll save money just returning it and getting a better system with quality components all around. The fact the system doesn't allow you to overclock a 9700K is good reason enough.
Back to the "Rust" performance issues, and assuming for a moment that it's not the game optimization issues (I believe there are but how much is the question), could you confirm that the display cable is attached to the graphics card and not to a motherboard port? S****y question to ask but best get it out of the way.

You must be looking at a different system to me. A quick look shows you can get an 8700K, RTX 2070 with Win 10 for just over £1500. Has a decent board, psu and cooler as well.

The 8700K and 9700K are usually around the same sort of price (In fact the 8700K is currently more expensive than the 9700K on here). That was just a quick look on my part though, and for less than the op's spend it has a better board and psu.
Another example with a 9700K. Price could be reduced with a cheaper case/psu as 850W is overkill.

I stand corrected I only changed CPU, Ram and GPU up to match and forgot to get a cheaper case etc.
Like you say a better board and PSU but I'm curious if the op specified exact components as the Gigabyte Windforce is £100 cheaper than the Aorus card and I would have thought this was a place to save money. It could be a have NVME SSD and 4TB HDD for all we know.

Looks like he just looked at other pc's to make his spec, so maybe that one had an Aorus card in it. Even with an NVMe SSD and 4TB HDD he has still been overcharged by quite a bit. Some places just have no morals and will take advantage if they know you have no/little knowledge about what you are buying It happened to me many years ago when I bought my 1st pc.

Yes, quite doable. Even if Catman05 makes a good point about not knowing all the exact parts.
Even a custom spec with 1TB SSD, 2TB HDD and 280mm AIO for overclocking a tad more (refurb but would be covered by system warranty) allowing £100 for build fee, is doable.
While best sub £50 heatpipe coolers would likely beat 240 in cooling per noise and best sub £35 coolers 120, at least it's lot better than that motherboard and PSU.
