i would think so, its rumoured to have a 1.5 duel core chip, in real world terms if you stick ics on a S2 i doubt the naked eye would see a speed difference. Technically it will be faster benchmark wise.
Is it using that snapdragon cpu?

Seems like its samsung exynos, heres hoping it is right now the S2 exynos wipes the floor with ever snapdragon Ive seen.

It is very likely to use OMAP 4460. AS you can see that in terms of the processor, Exynos and 4460 are identical.
The GPU is much better on the Exynos though, but that depends really on how useful that is to you.

Nothing else apart from the 27th date. I'll guess we'll hear something by the end of the week.

On the topic of the build quality argument, people need to stop using the term build quality and start using the term 'premium feeling materials' and 'perceived build quality'. 
I think the iPhone 4 looks and feels fantastic, but I know which device I'd rather be dropping between it and the Galaxy S II.
