I didin't think camera operators could actually flag you down as they don't have the authority to do so (and I suspect H&S wouldn't allow it*), however from what i've heard on another forum there are areas where the police give speed guns and basic training to local "concerned" citizens who in theory can monitor the traffic but don't have any powers (the police may send a "we've received reports of you speeding in X area" note).

*It sounds rather risky for a lone operator (if a driver takes a dislike to him, or doesn't stop...).
