Can you not burn an ISO onto DVD from another PC?

This issue I would just go with Linux, then till you have a working copy of windows.

Not as far as I know... If you're really desperate you could always venture out to a 24 hour supermarket to grab some? 
Otherwise I can't think of how you can load Windows without a DVD (if your USB boot drive isn't working also)... Unless you borrow an OS drive from another PC (and hope it boots into windows), download Daemon tools, and install the Windows 7 trial/Windows 8 preview from ISO that way on your new hard drive?
