BJJ summer camp for your eldest.
Then you guys can focus on getting the appeal out the way and getting your daughter into a school who respects and cares for their students. Whilst your eldest can gain confidence and if she ever has a problem encountering said people again she can snap an arm or give them an unscheduled nap.
 
Start looking for education solicitors. I am sure there is something related to abuse you just need to find it.

specific issue order’ Google this for change of school.
All you need is written evidence you made to the school about bully harassment.
