What sort of powers do they have? Is it more along the lines of editing peoples posts to remove offensive content, respond to reported posts, moving/locking/renaming threads, and weighing in on ideas with the other admins on managing the forum?

You have a special reporting function and access to another forum. You can discuss moderating decisions (to extents) and have more weight when telling people to reign it in on the main forums.

Sounds like an awful place to be in.

None of the plebs take any notice of you as you have no real authority nor any real leverage except the artificial one give to you by the proper admins.

Yet.....

None of the proper admins take any notice of you because you have no real authority and any leverage you're expected to carry isn't really enforceable because of the above.

Well, if you are the sort of person that people take notice of anyway when it comes to discussing things or diffusing situations, you can have some limited sway.
 
Luckily OcUK has quite a civil community compared to a lot of places, so I wouldn't think an underboss would even need to step in too often. I could be wrong though and perhaps this place is full of 4chan users but just happens to be great because the admins remove all worse content before people see it.
