So that we can keep track of repeat offenders etc..

I work on the principle of warning, infraction so on.. Some rules breaks are quite clear cut and an instant suspension, such as swearing. We make most of your decisions based on an individuals history which we look at first before making any decisions.

This is particauly useful in the MM where we need to keep track on members who may bend the rules which are there to protect them.
