Sooooo...

I have a PC, let's call it PC-A, and I want to build a new PC, let's call it PC-B.

Now if PC-B is fully up and running with Windows and everything, can I take my Windows HDD from PC-A and put it in PC-B and still get to all my files?
I assume yes, but would probably need to input my PC-A password to do so?

This depends upon the permissions applied before the transplant. There are lots of gotchas, including whether or not you want to use PC-A afterwards.

The simplest way is to create a share with write access on PC-B then write them over the network from PC-A. You will likely need to plug in your PC-B credentials when you link to the share - make sure you specify PC-B\username and not just username.
 
Well, I would be cannibalizing bits from PC-A, so they wouldn't both exist and be switched on at the same time, so no network transferring would be possible.
Which is why I just wanna ram the HDD into PC-B and have done with it :D
