Well yes it does, a lower end card isn't going to get the baseline performance to yield suitable input latency before the tech is enabled to yield a good experience, aka the whole situation when Frame gen came with RTX40 series and the whole hate for "fake frames" came about because the experience is only decent with a 4080 or above and now people will go through the whole cycle again once the 5070 and lower stack are released.But you could make that argument for many things. Why buy a 4 figure graphics card instead of a 3 figure one. Doesn't change the game if well developed.

Both sides (on PSU and card itself) have very limited lifespan, always had. But that also means any time one unplug it at home it increases the risk of failure considerably. Wasn’t that a known problem with the previous cables too? Connecting and disconnecting them repeatedly increased the risk of failure?
Probably a 5080Ti, There's too much gap between 5080 and 5090, not to mention 16GB VRAM only. It's crying out for a Ti launch. If a super comes out it will be a (nearly) whole gen relaunch like it was for the RTX 4000 series. The 5090 won't get another version, but the rest likely so. First the 5080Ti in about 6-9 months, then 5060s, 5070s, 5080s, each being 3-5% better than whatever is best version prior.Or perhaps, and this is purely MY speculation, hold off for a year. Because with the reception the 5080 has had, a Super / Ti might come sooner than people think.
Let's remember this is Nvidia, we should never be surprised at what they do.
People will be quite meticulous about how they insert the plug. PCIe 5.1 spec helped but didn't make it melt proof.
