If the security seal is broken I want my postage costs covered, it is then the supplier's responsibility to recover postage costs from the courier if they so choose. Any hesitation or the slightest hint of argument from the supplier and they will never get my business again.

You misunderstand. It’d be a partial refund and keeping the processor. If the seals broken and the buyer decides to return the item they are obviously entitled to 100% refund.
It was the seal on the cpu packaging that was broken. The box it come in from ocuk was sealed so I don't think the courier had opened it. Maybe before they packed it (ocuk) they noticed the cpu was lose and opened it to correct that, I don't know. The way the cpu is packed in Intels box isn't very good tbh.
