'Offender rehabilitaion program'?

Guy claims he's on a scheme but acts like a dick so...

Get something for free scheme.

Probably from a council bought and converted HMO that houses ex cons and some so called vulnerable people.
There is one a few streets down from me that locals are trying to get closed due to similar and worse things happening to what you describe.

Pretty certain we've had a shady character like this at our door. I just said no thanks and shut the door. He walked off in a right mood.

They are known as Nottingham Knockers. Tell them no thanks and close the door - the same fellas won’t waste their time at your door again. It isn’t unusual for them to get mouthy or aggressive if they take your rejection thick.

Keep An eye out for elderly or vulnerable neighbours though. They will take advantage of them if given half a chance. Whenever they come to my door I walk round to the old doll‘s house around the corner and tell her not to open the door to them.

There are no government sponsored offender schemes that get offenders to knock on doors.

There's pretty much no rehabilitation of any kind, but that's a whole other thing. But any real such scheme would have a parole officer with the offender in question to keep people safe.

We either need a hell of a lot more police (and better welfare standards) or lots more prisons and prison wardens (and better welfare standards).

Just had this at mine....don't usually get this type of thing as small town and he had proper think accent (Sorry i don't know accents)... I just did classic close door while saying no thanks.

Yeah get them every now and again, I think they're just looking to rip people off by selling cheap tat at a massively inflated price rather than the hilarious modern urban myth previously posted by the "news"

Rehabilitation isn't the responsibility of the Police or Prisons, it's the work of the Probation Service. Parole Officers don't accompany offenders.

When they're doing unpaid work in a public place, that would be a Community Service Officer. They certainly wouldn't be doing door-to-door selling. More like clearing rubbish, graffiti removal and maintenance work on public buildings.
