I get the feeling its partly the 360s fault... and MSs unrelenting policy to charge for absolutely everything on system.
So valve were probably stuck with the fact that if they wanted to introduce new stuff to the game it would have to work with the 360s version of the game that runs from a CD rather than an editable installation file and the fact they would have to charge for even minor updates like a small 2 stage VS level...
Having to basically release an entire new game on one platform or have free continuous updates on the other would just annoy fans in both camps.
Personally I would prefer they just dropped the 360 support for the game. Release the finished product, but then drop all after market support if MS are going to go against valves approach of free DLC. Im sure the 360 L4Ders will think the opposite... they are probably very happy there is a sequel, its just the norm for consoles and most other games.
