System is called NGP (Next Generation Portable), and is due to be released starting from the holiday season this year.
The full conference in HD video courtesy of Gamespot http://uk.gamespot.com/ngp/sports/hotshotsgolf/video/6287040?hd=1
EDIT - Apparently the name NGP is a 'codename' atm so it may or may not be the systems final name yet.
EDIT - Multiple SKU's are still yet to be confirmed, there are conflicting reports regarding that information atm.
EDIT 2 - Right, it's seems that there could still be multiple SKU's but they will all have 3G.

Looks like the NGP is going to have a new proprietary memory card for storage and also Jack Trenton from Sony apparently said that the NGP will not have any internal storage
, but you can save your games progress on the game carts themselves at least
According to a source on Eurogamer the NGP is rumoured to have a battery life of 4-5 hours, but take this with a pinch of salt atm.

Some interesting tit bits from live blogs..
"Kojima wants to create an experience where you can play something on the PS3, then put it on the NGP and take it with you and resume your experience."
"Dungeon Defenders was meant for the PS3 but was moved over to the portable. And nothing was reduced in the process. The team could make the move over in just one week of development time.
"They're using PS3 shaders, etc on the NGP"
"Call of Duty confirmed for the NGO."
"these are analogue sticks, not nubs like on the current PSP. They're raised from the surface."
"There will be physical media for games, a New Game Media, a flash memory-based card."
"The touchscreen on the back is the same size as the OLED screen, so the location of your finger is mapped directly to the game screen."
