the RD has made a tweak to the Event Notes now, change in bold text. i can see potential issues with that wording, any driver can now in quali go through the pit exit doing 3 mph and no-one will be allowed to overtake, this could screw over teams wanting to get over the line with seconds to spare for the best rubbered track, we've seen them get it wrong in the past and now there's a legal way for teams to hinder others. rather than state no overtaking unless a car has an obvious problem it should have been "no overtaking and minimum speed of X, if below X then get a penalty unless the car has a problem"

Qualifying
As per article 33.4 of the FIA Formula One Sporting Regulations, drivers are not allowed to driveunnecessarily slowly, that includes stopping a car in the fast lane of the pit lane. Additionally, overtaking is prohibited in the pit exit road unless a car slows with an obvious problem.

They really need a minimum speed in the pit lane to stop the shenanigans, they have their whole outlap to find gaps.

But they don't because they also have a minimum speed for the outlap. Which is why they started stopping in the pits in the first place.

you can still hold a load of cars up in the pit lane and hit that delta. It doesn't solve anything hence why we still see it happen. There's no real excuse in being allowed to block the pit exit, cars should be free to get on with it.

Max doing overtakes of the year
He was perfectly entitled to, although in this pit exit a risky strategy, however he was blocked which made it look worse.

The problem is that during quali they all want to leave at roughly the same time and they can't see and react to the other teams since the cars come out of the garages, and they often want slightly different pace during the outlap. They used to slow at the end of the lap to create the gaps they need, but that's not allowed any more, so they started stopping in pitlane but - as you say - that was clearly not on, so then they allowed an overtake leaving the pit lane but Max decided to take that too far so now that's gone.

There isn't a simple solution, but as they close down means of creating gaps, I think we'll see a lot more overtakes on the outlap (which will also lead to more blocking of cars on the fast lap) and more complaints that drivers couldn't get the fast laps they wanted because they were too close to the cars in front.

Up to the teams/drivers to get good banker laps and make better use of the full session, imo.

I think it's clear that behaviour like Max's wasn't the intended reading of the rules, especially during a mere practice session. Hence the hasty removal of the rule since Max's behaviour was clearly dangerous. To be honest, the whole "keep left on the pix exit" thing hasn't worked that well anyway.

I quite agree, this whole senario has been brought about by the FIA tweaking the rules in regards to cars driving very slowly on the track. Anyway they've now banned overtaking in the pit lane at this circuit also.
