Probably first lap after the SC they will come in for slicks, making a mockery of everything just like many other times.
sorry but i cant agree, safest cars ever, best drivers. they raced in far worse in past, the FIA has gone soft, best thing about wet race is exciting racing, it mixes the grid up. FIA taking the excitement out of the sport. but i understand your point

Does the Sprint have a time limit like the regular races?

These are just formation laps right, so I suppose the cars can't stop without starting from the pitlane

That's a smart decision. 
Probably not. Most likely it'll take laps off the sprint.

What was the exact instruction? I think it was start on Wet Weather tyres so they can't change until the race is underway.
