Happened during qualifying for the main race so make sense to apply it to the race. I'd imagine if anyone does the same in sprint shootout they'll get penalty for sprint.

Unaffected it seems - Brazilian F4 qualifying is already on track apparently and Sean Kelly has just tweeted to praise the Interlagos repair crews for their overnight repairs, so seems all ok.
