Is there a reason these penalty are at the end rather than pit stop? I always thought it was only at the end of you didn’t stop.

If you pit after being given a time penalty, the time penalty is served in the pits. No-one is allowed to touch the car until the penalty has been served.

If you do not pit after the penalty is given, the penalty is added to your race time.
