Why was the red flag so much faster this time

Stroll’s car was moving, it seems to me that they were waiting to see if Stroll could have moved his car to safety. No way Alonso’s would be moving anywhere, especially on a much faster part of the track.

Ironically this might help Max out, might be a couple of cars less to overtake during the race if they can't get them fixed.
