Easily, you only need a C2D or equivalent as a processor (seen them go for £5-£10 on MM) and a 5450 passive gfx card which are £20 new. Add the case, mobo and ram and hey presto. Run Linux as it's free and you have a pc for under £100

Cheers. Do I need full Linux or is that openelec thing ok?
 
I've just put together an old E6300 + 4GB DDR2 (as I had it laying around) box with OpenElec as I'm going to give it to my mum so she can access the stuff I've got at home.

That appears to be running quite nicely, and boots very quickly. Decided to try this, rather than go down the Windows route, as it will only ever be used for XBMC, so the "appliance" style of OpenElec suits perfectly.
 
Cheapest is probably a raspberry pi with OpenElec (Minimal XBMC install).What are your requirements? i.e. file type, streaming services etc..

I've been looking into the raspberry pi as it seems reasonably priced and what do you mean by don't perform awesomely? I can get over things not booting or loading at the speed of light but I'd use it for streaming etc and just XBMC and if doable Netflix all in HD the sound should work through HDMI cable right and for those requirements does a Rpi fit the bill?

Menu navigation is slow, fancy skins make it crawl, but playback is awesome, plays all but the largest 1080p MKVs etc. You wont get HD sound though unless you use a USB soundcard. You will though get DTS etc..

Netflix is not available on linux last time I checked. It should change in the future but for now you won't get netflix directly on a linux based device.

how slow are we talking in terms of menu navigation? slow to you might be fine to me.. also cant get that channel add on working.. any idea?

It's usable slow, having YATSE app on a android device makes browsing the library a lot faster though. If you overclock I hear it is somewhat better.

Personally I like a decent skin so my raspberry pi's have been relegated to running spotify clients.

Never used 'channel add on' myself.
 
Its not slow slow! I use one in thd bedroom and its perfectly useable to most people. Use the confluence or quartz skin, along with usb install and youll have no problems!
 
My now tv box is at home waiting to be hacked I'll be doing it Tuesday for that reason.. Plex and youtube. Think I shall look into a raspberry pi though sounds good enough for me.
