There is no set time.

At the moment they are doing the tech beta I believe then they will start to slowly expand it to a full beta, how long that will take is anybody's guess.

GTX 570 here and a total PS noob

still not actually been able to get into a game as it says beta server unavailable, should have been live at 2 pm PT (which i thought was 9pm gmt)

Tech test is decided on hardware, not vet status or PCG codes etc.

That means you haven't been selected for the beta. Everybody else has that.

I think the active account thing just means your due to get into beta, but no promises when.
