No, it means you are due to get in but may not be in for a couple of weeks or less.

Not really, people without a key have no guarantee of getting in at all, at least you know at some point you will be in.

When I click DOWNLOAD it just says:

No need to sign up again, we've got your info!

So being signed up and being in are not the same thing.

Smedley said on his Twitter account that the Beta is released today. And my account has just gone to 'Active', and I'm a Vet. I've just been given access to the Download page, so I can download the Beta... so I'm guessing all signs are pointing to this being the real deal!

Neither did I, contact SOE support and they can reset your account to a new email address.
