Out of the loop: looking for an AMD ITX build

My motherboard has given up and is no longer booting. It's running an i3570k. I'm now looking to upgrade everything except my GPU, however I'm not exactly familiar with the current market.

I do not use my machine for gaming, however I do have a GTX 1060 to power a 27" 2k monitor. Currently using 16GB of DDR3 and a low profile Noctua cooler that's super quiet.

I've been hearing good things about AMD, so I'd be happy to make that switch. My aims are:

  • An AMD ITX board that supports the SSDs you can plug straight into the board (M2/NVME). I'll be buying one of these SSDs separately
  • An AMD CPU that gives performance that is at least on par with my current 3570k
  • 16GB+ RAM
  • A low profile cooler that will fit in the Thermaltake V1, with silence the overwhelming priority (I won't be pushing the CPU to a point where it'll need high RPM, so silence at all costs)
  • Budget of ~£300 new or ~£150-£200 from the members market, for the CPU, motherboard, RAM and cooler. Budget flexible if I'm underestimating costs here

In my own research I've determined that I'll be needing at least a Ryzen 1600.

All advice is welcome.
 
I have a system with a Ryzen 1600 and it runs very cool and quiet. If you are building from scratch then the 3600 is a much better option , original Ryzen had a pain in the booty memory controller that they improved with each generation and it is best to not have to deal with the memory compatability problems you may encounter.

You can normally pick up a B grade 3600 for £130 but seems to be out of stock at moment. Pair that with B450 mobo and pcie 3 M.2 drive and you are good to go. I am looking to see what others suggest for your build because I am thinking of building a small silent/passive office pc with these components in mind.
 
You can reuse the noctua cooler if you kept the amd mounting hardware (probably) you'll need to use the stock backplate though.

@Haz123 is the silence just for general pleasingness or something like autism/tinnitus/studio because there is a big jump in cost but you can go fully silent. It's less of a big jump if you can get by with a nuc or equivalent.
 
A new itx motherboard gonna cost you £100 so could either go 3600 or 10400f used along with 16gb ddr4 3200mhz. If you go intel you i think you could reuse your cpu cooler or get an AM4 mounting kit.
