Company I used to work for, the "health check" (actually a full infrastructure audit) was mandatory for us to offer support. One too many times we took on a lemon of a setup and lost money in man hours sorting out the previous IT mistakes, usually one man bands...

Good outsourced IT support firms are hard to come by though! If your friend is in an industrial estate/office complex, maybe ask around who does all the other firms there?
