Painted Headlights (illegal?)

Really, why is that? :)

If it's just the surround which it appears to be - then it's legal.

The painting itself isn't an issue I don't think, however opening your headlights and modifying them is, headlamp units used in the UK have to be E marked and if you open them and alter them then unless you send them off to the manufacturer to be reassessed then their road-worthiness (unsure of the correct term there) is invalidated. The type approval was given to "generic headlamp unit" not "generic headlamp unit disassembled and screwed with by joe bloggs".

Basically only the manufacturer of the headlamp can say "yeah we've ok with what they've done", you yourself cannot approve the work.
 
It is sometimes reffered to as "Black Masking", and is quite popular on the Peugeot scene - as long as you only paint the decorative chrome surround - not the reflective lense, then it is fine as light output is not changed at all.

Perfectly legal on some types of headlights. Just done mine but the part painted is just a chrome surround and not the reflector part:

Ok, perhaps I should clarify and say the police are unlikely to pull you up on it unless you are a total bodger and have left glue and/or finger marks everywhere.

Doesn't really matter in my instance in any case - I didn't split the headlights.
