Paypal holding payment to a seller on items I bought question

I bought a piece of radio equipment for £2300 from a none Ebay sales site and the seller requested payment via Paypal which I sent about an hour ago. He now says he has received this mail from Paypal putting his payment on hold. I can see this degenerating into an issue, is this a common scenario? Thanks. I see this when Googling what he's received from Paypal:

Message he received:

Hi Chris, this is whgt I'm seeing.

The payment from (my company name) is on temporary hold
We've placed the money on hold because we believe this transaction may involve a higher risk than usual. The money will appear in your pending balance and will be available after the order has been fulfilled as long as no claims are raised by the buyer or any issues arise with your account.
Here's what you can do to get access to your money more quickly

Add a valid tracking number and your money will be available 1 day after the carrier reports the shipment has been delivered.
 
Paypal are holding on to your money until you receive the item and are happy with it. This will be because of the amount involved. They don't want to be on the hook for the refund if it goes **** up and the seller extracts the money before you raise a claim and does one.

As it states all he needs to do is provide the tracking info and as soon as it's marked delivered, 24hrs later he gets his cash.

Given what you've posted I can't see how it's not abundantly clear to all parties.
 
Therein lies the rub, he won't ship it until funds are cleared and now wants to send me a refund less the £67 or whatever quid commission they have taken... The thing is in the ad he asked for payment by Paypal. I can see his point, but what can *I* do about it? If he refunds in full I'd probably be happy to send a bank transfer. Paypal say their phones are all off due the virus. First I have heard about catching it from your phone, especially if you operate from home, which I am sure a skeleton staff in an advisory capacity could do. Thanks for the replies.
 
I've had this before, not with that large amount of cash but a few hundred and like mentions soon as they provide a tracking number and it gets delivered the funds are released
 
Standard practice. My Paypal account was unused for about a year and when I started using it again they did this to me too, just an anti fraud thing.

If the transaction is cancelled, he should refund the whole lot. He shouldn’t get charged if it’s cancelled, unless that’s changed.
 
Thanks, just to be clear, if he does the transaction cancellation thing, how long before I get the refund, is it virtually instant? Or do I then have to wait days for the refund to show in my BANK account? And I thought I'd have an early night with no hassles... :)

So he wants £67 from your cash for a fee he won't be charged once he's refunded the purchase. Tell him to get bent, take it to resolution and they'll cancel the transaction, minus NOTHING.

I like to think he is as confused as I am and misunderstands the intricacies of Paypal, on the selling forum he has excellent feedback. I am not at the stage to start a slanging match, I hope it can be resolved amicably for both parties :)

Yes, it changed.

PayPal updated their terms and conditions. From 5th March 2020 if a refund is issued PayPal do not refund the fee they take, so in this case the seller would be out of pocket if he issues a refund back to the buyer.
 
Well, he's now sent a full refund that, because my PayPal account is backed by my debit card, may take up to 30 days to show in my bank account... Had it been taken direct from a bank account I believe a refund would appear pretty much instantly. I take from this that I did not read the small print, and now I can only presume PayPal in the tax haven of Luxembourg or wherever have the joy of interest or investment of my dosh for "up to 30 days", or am I being too cynical and £2300 is just in limbo in the ether and not doing anything for anyone? Thanks for the info everyone.

In any case if the seller had complied with the instructions he would have his 2k within a few days rather than being 70 quid in the red. It's the seller's own fault for not being able to comprehend a simple, well explained procedure.
