Can you link me to the reivew you read that said that?
I recall two review i looked at;

It doesn't come close to the i7.
In gaming terms, its by no means a bad chip atall but the i7 is beyond that.
Think of it in car terms, The Pentium is a Punto, it gets you from A to B, Handles Motorways well, can go pretty fast and do everything you need it to do.
The 4790k is a Nissian GT-R, it does exactly the same things as the pentium, dirivng to work, listening to music. But then... You decide you want to go to a track day, or You go to Germany (AutoBahn) and you're so glad you chose the GT-R instead of the punto.
You see what i'm getting at?
The pentium or an i3 would be great/good for current day games at decent/high settings. But the i7 is 'Master of all'.

'Games on Ultra at 144hz?' - Yes please.
'Games on Ultra at 1440p at 144hz?' - (maybe) Yes please.

I may of understood the charts I don't know but they seem to me not far away
