Wait for the next Steam sale @ Xmas when its always £4.99 or you can buy now if you look around online for just under £10 for either retail GOTY or some other non Steam digital stores are selling for £10.

Clear all your cookies, change the relevant network/proxy settings in your browser, Google "Origin Store" and it should be pretty obvious if you're accessing the Thai store.

If your card details keep getting declined double check the expiry date. I had 13 options in Thai to choose from (obviously there's only 12 months in the year so make sure you're selecting the right month. Use a translator if necessary)

It definitely works as I've posted the email receipt/confirmation above as you've seen.
