From what I understand its not steam supported, you have to download the game yourself from your hazard ops account page, you register the beta key on this page and then download the game.

Create an account here http://www.hazardops.com/en/, register the key on this page and then begin your 10gb download

It had me confused for long enough, I put the key into steam twice before I figured something wasnt right lol.
