Developers give certain regions a special price due to various things like low incomes.
Personally I'd support all region locking of games until activated.
This is exactly why I buy from them. Region locking has nothing to do with low income countries (as publishers would have you believe), it's all about maximising revenue in high income regions! It's a practice the industry engaged in from the early nineties, and the price of games skyrocketed with it. It was only the advent of online distribution that we've been somewhat able to get around it.
As an occasional developer myself I sometimes raise an eyebrow at how game developers and publishers think that the gaming community owes them a living. In reality they are competing with each other in a truly global market, just like every other market out there, and sadly, there isn't room for everyone in it. If gamers aren't buying your game for £60, then it probably isn't worth £60.
