ok so ive updated my BIOS, i was on 1301 its now on 1802 O_o

since updating the BIOS it is starting up faster, and the OS is less laggy, could the BIOS do that?
oh and i have started it up and shut it down countless times and its like new ?:/ ??????

The lights on the mobo doesn't really conclude it's a working PSU or not. It just means they are receiving power but may not be supplying power to where it's needed. It may be the PSU distributing the correct voltages but the VRMs on the mobo may be unstable and therefore faulty. If the VRMS are unstable then you will get the problems you describe.
Did you test the PSU in the end? I had a similar fault for ages and presumed it was down to spilling CPU paste on the CPU socket...it was the PSU that died around that time. Motherboard works happily!
If you haven't tested the PSU yet "FOR GOD'S SAKE. TEST THE PSU!!!" as otherwise this could also take out your replacement motherboard.

i dont trust the asrock boards either
well back from beach and it was slow to starti have removed all OC's now and im going to the pub...... if its slow to start again then i will look at changing some components
