my current specs

cpu : amd 9700x
gpu : amd 9070 xt
Ram : 64GB DDR5
MB : MSI MPG B850 EDGE TI
PSU : CORSAIR RM850x
HD : 1TB SSD gen4 + 2TB SSD gen4 + 1TB SSD gen4 + other older sata drives
others : Thermalright TL-C14C 140mm Case Fans 2 in top and 2 in front +Thermalright TL-C12C-S 120mm fans 3 in bottom, Razer Basilisk V3 X HyperSpeed mouse

Monitor : AOC Gaming Q24G4RE- 24 inch Quad HD Monitor 2160p
case : NZXT H7 Flow
built this pc about a year ago when ram and hd prices were much better but feel like i need a bit of a project or upgrade but dont really know if there are upgrades that would really make a difference apart from cosmetically, but feel a bit down and depressed at the moment and feel that doing my pc up a bit will increase my mood positively so need some advice what i can do to upgrade it.

my thoughts are :

i dont really want to damage what i have so unless its going to make a big difference i dont want to do anything major for example i dont think changing the cpu will make too much of a difference and also dont want to take the risk of damaging it,in terms of the gpu the only upgrade would really be a nvidia 5080 or 5090 and they are really too expensive especially at the moment, ram dont think i need anymore and it cost me £190 a year ago and now the same is £980, motherboard too major a risk to me same with the psu, in terms of the hard drives i definitely want to change but at the moment the prices are bad as i paid about £100 for 2tb a year ago and now it costs twice as much.monitor i do want to change but dont really know what to do as i want bigger say 27" but looking at oled i would be worried about burn in as i do work with static things like web browsing a lot, would like to change the fans maybe for better ones and quieter ones, would like to change the case for something more dramatic but seems a lot of trouble and risk and need a keyboard as i have just a standard £10 keyboard.anything else i could do that i have forgotten or not thought about would be good.

What quality peripherals do you have?
CPU upgrade maybe...

...I'd be looking at...

Better monitor
Better speakers
Better chair
Better desk
Etc.

Actual quality of life upgrades.
24 inch monitor for a start.. That's just sad.. What are you doing thinking that's OK if you're contemplating buying a 5080 lol

What @mattyfez said.

Leave your main rig alone and upgrade the peripherals. You've already stated you use a cheap £10 keyboard and a small monitor...those would be good places to start.

on another note when my pc for example the antivirus(bitdefender) decides to do stuff in the background my fans ramp up because of the increase in heat to the cpu do you think buying some better fans will decrease the noise it makes and would be worthwhile.

Another vote for "leave your main components alone" - I would suggest an upgrade of your monitor.

You could look at a OLED, something like one of the MSI MAG screens. Depends on what budget you are looking at spending. One example would be:

what do you use your pc for?

There's loads of computer related stuff you could buy without making any changes to your PC

Flight stick
Wheel and pedals
VR headset
3d printer...

It depends what your interests are or you could you know not spend anything on the PC and put it in a high interest account or book a holiday etc if you still have money burning a hole in your pocket.

What CPU cooler have you got?

May just need a better fan curve setting in bios, this video will give you a idea of what to do.

And agree with others, just upgrade to a bigger monitor and a new keyboard.

games are mostly singleplayer games, i like the fallout games from 3 onwards so mostly open world rpg style ones and i really like assassins creed black flag the original one but also played the football manager games over the years, i am using software to control the fan curves because i have i think 8 case fans but when the bitdefender does its background stuff it ramps up the cpu and the temp so the fans get really noisy when i least expect it.
