Keep in mind fan amp rating is running load, not start-up load.

Their specs for Gentle Typhoon 2150rpm are 123mA running and 530mA start up. That's more than 4 times more at start up. This means 4 running fans rated up to 1.23A each draw up to 4.92A starting up! Sure, it's only a second or less, but that's a huge load on mobo fan header.
