Phone/Broadband issue at home

problem occours when someone rings in only, none of the phones will ring exept 1 which will ring continuously (without a break in the ring), the broadband goes off and does not re-connect for about a minute.

I plugged the router into the master sockets test port and tested it, still causing problems, what i was thinking of doing was re-wiring the section from the junction box coming into the house (the box with the 2 wires, running cat5 from here to the master socket and testing it by plugging the router in the master socket test plug).

Does anybody else have any suggestions? surely if i do this and test it, it proves that its a problem outside of our house?
 
Havnt tried this, but i will indeed try it when i get home...

Am i correct in saying that if i hook up a master socket where the 2 wires are coming into the house, and its still causing the same problem...then its upto BT to sort out (At their expense?)
