Shop around, admiral for example were ok with me at 19 on a group 20 car, it wasnt cheap, but they were ok with it. Youve just gotta find the right insurer.
Admiral will give me a decent quote on virtually anything these days. However, some insurers won't even touch me on my current car, let alone future options. It's all about shopping around.

Insurance varies a lot more on model, your age, your location, how many years you've had your license etc. - there's no best formula, just use a screenscraper site to work out who's best for you.
***. Definately you need to look around. Even at 32 with 5 years NCB and a decent postcode, insurance quotes range widely from £400 to "will not quote" for me on a group 20 car.
Similarly the missus was with Diamond on her Puma 1.4, but when she got the Cordoba 2litre they wouldn't cover her at all when she was 24.

To get back to the op's original question, Thatcham (The Motor Insurance Repair Research Centre)provide the Association of British Insurers with 70% of the information used to establish the insurance group of every private motor car registered in the UK. This information is derived from Thatcham’s assessment of a vehicle, including the ease of vehicle repair and the level of security.
If you have a look at their website (linky to group ratings research part) it will tell you in great detail exactly how each car is given it's recommended group rating.
However it is very important to note that group ratings determined by Thatcham and the Association of British Insurers are recommendations only. Individual insurers, depending on their own experience, may vary from these recommendations, on occasions quite considerably.

Insurance groupings often don't even have an effect on the insurance you pay for a car.
A few quotes I've tried and/or bought in the last year:
106 GTi (mods) Grp 13 - £650 FC
2.0 Cavalier Grp 14 - £440 FC
Saab 9000 2.3 Turbo (200+ bhp) Grp 16 - £400 FC
Subaru Impreza Turbo (standard, 230bhp?) Grp? - £2400 FC
Nissan 200sx (mods, to inculde 300bhp) Grp? - £700 FC
Both the 200sx and Impreza were just fiddling around and trying things out, but were very similar insurance groupings, similar parts cost, similar power, similar image. But the Impreze was three times the price. Similarly my quote on the Saab 9000 had been less than £500 for years. When I was 19, I could have insured the 220bhp Saab for almost half the price I insured a 1.1 Fiesta for. Stupid.
Best bet is to find an owners club for the model of car you are looking at and have a search on their forums. Some clubs even have insurance specific forums
