I've never owned a car and even I know it's legal without the disc because she has actually paid it, it's on its way.
Probably to cover for DVLA incompetence. If you have a valid tax disc in your window you are in a much better position if "computer says no".
You might get a telling off for failing to display it but all the fuzz will do is run a check on the car and if it comes back as taxed she'll be fine
