Please Help!

I have an E3500, and I had it overclocked to 3.0Ghz for about a week, but then I found it wasn't so stable so I put it back to its factory settings, now however the fan tends to make such a loud noise, and it keeps getting louder, im afraid it will overheat so i turn it off

what should I do?!?!
 
I have found out it's my VGA Display board, the fan on it is making the sound, I cleaned it but its still making it. I've reduced it by tightening it and putting in a loose thing, but there's still some noise. Suggestions? And is it bad if its making the sounds?
 
I'm checking temperatures right now... It states

"NVIDIA GeForce GTS 250"

"Temperatures" (Current): 65 (Min) 62 (Max) 68

Fans PWM (Current) 74% (Min) 70% (Max) %82

(This is whilst doing nothing)

Also I'm sure is the GPU, I listened to it when I opened the case.

I bought the one you recommended, I just applied it.. funny story.. there was already thermal paste on the GFX card, lol.. so I removed it and placed the new one.

Start up Max Temp: 50 Celcius

When loaded & doing nothing @ desktop: 45~ Celcius

It has decreased and the fan is making a little less noise :)
