We have been working hard to provide such a system for customers. This system is now available on our View My Broadband Usage tool.
That said, it has always been the customers responsability to monitor the usage of their own account and systems.

Your peak-time P2P, FTP and Usenet usage has exceeded the third level of
the Broadband Premier usage policy. To find out more about the published
usage limits please go to
http://www.plus.net/support/broadband/network/traffic_management.shtml
Level 3 management has been applied to your service during peak hours for
P2P, FTP and Usenet. All other protocols are not affected by this change to
your service.
Your Broadband service will continue to be managed until your next billing
date at which time peak-time usage management will be removed. If your peak
usage continues to increase further peak-time management levels may be
applied to your service.
Please reduce your usage and schedule large downloads outside the hours of
8am to midnight.
Thank you for your cooperation.
Kind Regards,
PlusNet Customer Support

I'm not quite sure what "Level 3 Management" is but it sounds painful.
I never received any forewarning btw.

Pinkeyes said:No. Its perfectly simple. (ahem)
As a broadband Premier user you can...
Download anything between midnight and 8am
Download 20 gig of usenet traffic per month between 8am and midnight
Download 100 gig per month
Download 30 gig per month between 4pm and midnight.
That clear now ?
