Until the shambles of a benefit system is reworked so that people who can work but don't want to are forced too, it won't make any difference.

But surely that is against the human rights of the scroungers to be able to do nothing....:confused:;)

I've never been so can't comment. I did work in France for a while and it was very nice just being able to do it without messing about with paperwork.
 
How difficult it is for a company to get around this step will be the key...

It is never difficult and if it is too difficult then it is counter productive. There's some great skill abroad that we should encourage to come over, but if companies have to really try hard to meet this requirement then it'll kill this flow of skilled people.

Case in point is the US, Australia and NZ. All top spots for British migrants and all require the employer to prove that they can't get skills locally. It's not too hard to make up some reasons and I think that clause is for the companies who try to abuse immigration - for example - shipping over 100 indians (all called John, Dave, Peter and so on!) to man a call center - try explaining why you can't find local staff!
